* Virginia, independent school districts: The one is Eastern Virginia Medical School, in Norfolk, which the Census Bureau's 2022 listing files as a school district; Virginia's public schools are dependent systems of its counties and cities.
The District of Columbia has no counties, so it is not in this table; the Census Bureau counted 2 local governments there in 2022: 1 municipal government and 1 special district. The five territories are outside the Census of Governments, which covers the states and D.C.
Where a county area has no county government
A state can have fewer county governments than counties. These are the places the Census Bureau lists as county areas without one, and what governs them instead.
- Alaska: Alaska has boroughs, not counties. Where no borough is organized, in the Unorganized Borough, there is no borough government, and the Census Bureau divides the area into census areas for its statistics. Anchorage, Juneau, Sitka and Wrangell are each a city and borough governed as one, which the Census Bureau counts as a city.
- California: No separate county government: San Francisco County is governed together with its city, as one government the Census Bureau counts as a city.
- Colorado: No separate county government: Broomfield County and Denver County are each governed together with a city, as one government the Census Bureau counts as a city.
- Connecticut: Connecticut has no county governments: it abolished them in 1960 and gave their work to the state. Since 2022 the Census Bureau has mapped the state by its nine planning regions in place of its eight old counties.
- Florida: No separate county government: Duval County is governed together with its city, as one government the Census Bureau counts as a city.
- Georgia: No separate county government: Bibb County, Chattahoochee County, Clarke County, Muscogee County, Quitman County, Richmond County and Webster County are each governed together with a city, as one government the Census Bureau counts as a city.
- Hawaii: No separate county government: Honolulu County is governed together with its city, as one government the Census Bureau counts as a city; Kalawao County is run by the state.
- Indiana: No separate county government: Marion County is governed together with its city, as one government the Census Bureau counts as a city.
- Kansas: No separate county government: Greeley County and Wyandotte County are each governed together with a city, as one government the Census Bureau counts as a city.
- Kentucky: No separate county government: Fayette County and Jefferson County are each governed together with a city, as one government the Census Bureau counts as a city.
- Louisiana: No separate parish government: East Baton Rouge Parish, Lafayette Parish, Orleans Parish and Terrebonne Parish are each governed together with a city, as one government the Census Bureau counts as a city.
- Maryland: No separate county government: Baltimore City is an independent city, outside any county.
- Massachusetts: Five of Massachusetts's fourteen counties have a county government. Of the other nine, seven have no government and the state provides their services, and Suffolk and Nantucket are governed together with the City of Boston and the Town of Nantucket.
- Missouri: No separate county government: the City of St. Louis is an independent city, outside any county.
- Montana: No separate county government: Deer Lodge County and Silver Bow County are each governed together with a city, as one government the Census Bureau counts as a city.
- Nevada: No separate county government: Carson City is an independent city, outside any county.
- New York: New York City's five boroughs are counties with no county government of their own: the City of New York does their work, and the Census Bureau lists the city and its agencies under New York County.
- Pennsylvania: No separate county government: Philadelphia County is governed together with its city, as one government the Census Bureau counts as a city.
- Rhode Island: Rhode Island has no county governments. Its five counties are geographic areas the state uses to organize its courts.
- Tennessee: No separate county government: Davidson County, Moore County and Trousdale County are each governed together with a city, as one government the Census Bureau counts as a city.
- Virginia: Virginia's 38 independent cities lie outside any county, and each city's government also does the work a county does elsewhere.
